REPORT ON HEARING HELD APRIL 11

ASSEMBLY BUDGET SUBCOMMITTEE ON HEALTH & HUMAN SERVICES REJECTS GOVERNOR'S PROPOSE TO FREEZE STATE FUNDING FOR IN-HOME SUPPORTIVE SERVICES BY VOTE OF 5-0
Assembly Budget Subcommittee #1 on Health & Human Services today (April 11, Wednesday)  voted 5-0 (with member not voting) to firmly reject the Governor's proposal to freeze the State's level of funding for In-Home Supportive Service (IHSS) worker wages and benefits at the level it was as of January 10, 2007.  The vote came after several hundred people with disabilities, IHSS workers and other advocates packed the hearing room, with dozens testifying about the impact of the Governor's proposal that they said would freeze worker wages and result in loss of workers, services and rights.  

The vote sent a strong message to the Schwarzenegger Administration because the rejection was supported not only by the subcommittee's four Democrats, but also one of its two Republican members, Assemblymember Benoit. The remaining Republican, Assemblymember Maze voted to abstain as he wanted to keep the issue open until the Governor submits revisions in May to his proposed budget for 2007-2008. But even Maze, a conservative Republican, expressed reservations about the Governor's proposal.  

Next Steps: The Senate Budget Subcommittee #3 on Health and Human Services is scheduled to hear and possibly act on the Governor's proposal on April 19.  If the Senate subcommittee takes the same action as the Assembly, the issue would largely be dead (though anything can happen during the budget process).  The action by the Assembly signals that the related bill, SB 782 by Sen. Cogdill that contains a slightly revised version of the Governor's IHSS proposal, is also dead.

Department of Developmental Disabilities Budget Issues Budget Item #4300)

* Agnew Closure and Move to Community - Heard testimony, voted 5-0 to adopt the Senate legislative (trailer) bill language relating to health issues for persons transitioning from Agnews, and also requires the Department of Developmental Services to report back at the next hearing on long term care and health service issues for people who are or have moved out of Agnews.
