GOVERNOR WILL SIGN BUDGET BILL FRIDAY
CDCAN VOTE RECORD REPORT ON BUDGET

SACRAMENTO -  Gov. Arnold Schwarzenegger is scheduled to sign the 2006-2007 budget bill, AB 1801, on Friday, June 30, on the last day of the 2005-2006 State budget year.  As reported in a previous CDCAN report, the California State Legislature passed, for the first time since 2000, a  budget before the end of the State budget year, Tuesday evening (June 27),  and sent the $131 billion spending plan to Gov. Arnold Schwarzenegger. Advocates will be watching closely to see what extent the Governor will use his line item veto power to delete or reduce funding in areas in the budget that state law permits him to do so. 

In addition to the main budget bill, and AB 1811, which modifies the main budget bill based on agreements made by the legislative leadership and Governor, the Legislature passed and sent to the Governor 9 other different "trailer bills" that contain budget related legislative language implementing certain programs . The Governor will review and consider and is almost certain to sign  those bills over the next several days or weeks. All the bills, when signed, go into effect immediately (or when specified in the bill).

Senate Passes Budget First - Followed By Assembly
As previously reported in in a June 27th CDCAN Report, the Senate took action first, passing AB 1801, which contained the 2006-2007 State budget, by a vote of 30-10 Tuesday evening just before 8:30 PM.  The budget received support from all 25 Democrats in the Senate and 5 Republicans, including Senate Republican Leader Dick Ackerman (Republican - Irvine, 33rd District).  The budget was opposed by 10 Republican members.  Passage of the State budget requires 2/3rds vote or 27 votes of the 40 member Senate.

The Assembly followed the Senate by passing the budget bill at about 9:30 PM Tuesday evening (june 27),  by a vote of 54-23, with 46 of the 48 Assembly Democrats supporting it, and with 8 of the 31 Assembly Republicans backing it, including Assembly Republican Leader George Plescia (Republican - San Diego, 75th District).  Approval of the budget requires 2/3rds vote or 54 votes of the 80 member Assembly.  There is one vacancy in the Assembly (the 67th Assembly district seat that was held by Republican Tom Harman, who was recently elected to the State Senate)

Assemblymember Bogh Votes Against Health Budget Related Bill
* In an action that angered some Assembly Democrats, Assemblymember Russ Bogh (Republican - Beaumont, 65th District) voted against the main budget bill (AB 1801) and AB 1807, the budget related (trailer) bill that contains legislative language to implement 3% rate increase for many regional center funded community-based programs and services including supported employment, additional funding for wages for day and work activity programs meeting specific criteria. 
* Bogh and three Assembly Democrats,
Assemblymembers Barbara Matthews (Democrat - Tracy, 17th District), Betty Karnette (Democrat - Long Beach, 54th District)  and Fran Pavley (Democrat - Agoura Hills, 41st District),  all who have immediate family members who have developmental disabilities, became known as the "Family Caucus", strongly advocated for the increased funding for supported employment and also additional funding for other programs. 
* Bogh also voted against the human services budget related bill (AB 1808) that contained provisions to restore the federal cost of living increase for the months of January-March 2007 to SSI/SSP recipients that would have been withheld as a result of last year's budget deal.   He did however support AB 1802, the education related budget (trailer) bill., SB 1132 (transportation) and SB 1137 dealing with Proposition 36 changes and reforms. 
* Though Bogh's opposition to the main budget bill and the health bill and the human services bill was not related to SSI/SSP, or funding for developmental services, some Assembly Democrats said he should have supported the main budget bill and the health trailer bill given his strong position for increased funding and support for supported employment and other programs for persons with developmental disabilities.  Bogh in previous years has opposed the budget and related bills citing several reasons including increases in ongoing spending that he believed was a major cause of the budget deficits and proposed increases in taxes.
* All three of the Assembly Democrats who are part of the "Family Caucus" supported the budget and the budget related "trailer bills". 
* Two Assembly Democrats, Noreen Evans (Democrat - Santa Rosa, 7th District) and Joe Nation  (Democrat - San Rafael, 6th District) were not present and did not vote (Evans due to illness and Nation due to a family issue) on the main budget bill or budget trailer bills. 
* Four Democrats -
including Evans and Nation and also Joe Canciamilla (Democrat - Pittsburg, 11th District) and Rebecca Cohn (Democrat - Campbell, 24th District) were not present or abstained from voting on AB 1807 (health "trailer bill")
* Three Democrats (
Canciamilla, Evans and Nation) were not present or abstained from voting on AB 1808 (human services trailer bill) .

CDCAN VOTE RECORD REPORT
CDCAN compiles and releases vote record reports on how legislators voted because of the importance of people to know how their own legislator voted on critical issues, including the budget and other legislation.  At the end of the session CDCAN will issue a vote record report card on all legislators on legislation impacting people with disabilities and seniors.

* AB 1801  - Budget Act of 2006 (Main Budget Bill - see also AB 1811)

This is the main budget bill that contains the actual appropriation or dollar amounts. In order to have a budget on time for the 2006-2007 budget year that begins on July 1, the Governor will sign this bill first, on Friday June 30.
