SACRAMENTO (CDCAN) - Dozens of bills were heard yesterday or are
scheduled for hearing today and this week or next week that are reported
below, with many of those bills having potential major impact on
children and adults with disabilities, mental health needs, seniors, low
income families, low income workers who provide supports and services,
and advocates across the State.
Both houses returned on Monday from a one week spring recess, with
Assembly Democrats set to take a retreat to discuss legislation and
strategy later this week on Thursday and Friday.
Both houses will not be meeting on Monday, March 31, in observance of
Cesar Chavez Day.
Budget Hearings for 2008-2009 Budget Scheduled In March through
Early May
The State still faces an enormous budget shortfall of about $9 billion
and possibly growing ($7 billion of the $16.5 billion deficit was
reduced as a result of massive spending cuts passed by the Legislature
in mid-February as part of the package of emergency budget bills
proposed by the Governor, leaving a shortfall of about $9 billion.
Spending cuts that were approved - but Democratic leaders hope to
partially restore - includes the 10% permanent rate reduction to most
Medi-Cal providers. The Legislature also approved in February making
permanent the existing reductions and other "cost containment"
measures for regional center funded community based programs and
services that provide services to over 230,000 children and adults with
developmental disabilities.
Both houses budget subcommittees have begun holding budget hearings
beginning last week - and will continue into April and early May - with
most of the hearings covering major budget issues, including In-Home
Supportive Services, Medi-Cal, SSI/SSP, adoption assistance and foster
care programs, education (including special education) being scheduled
for April. CDCAN will issue a separate budget update and report
this week, including a new action alert.
Sen. Bob Dutton New Senate Budget Committee Vice Chair
In related news, incoming Senate Republican Leader Dave Cogdill
(Republican - Fresno, 14th District), appointed Sen. Bob Dutton
(Republican - Inland Empire, 31st District) to replace Sen. Dennis
Hollingsworth (Republican - Murrieta, 36th District) as the vice chair
of the Senate Budget and Fiscal Review Committee. The committee is
chaired by Sen. Denise Ducheny (Democrat - San Diego, 40th District) and
controlled by the Democrats.
Cogdill, who takes over as Senate Republican Leader on April 15th,
succeeding Sen. Dick Ackerman (Republican - Tustin, 33rd District) who
is termed out at the end of the 2008 legislative session, said in a
statement that Dutton “...knows the issues and takes a common sense
approach that gives him the ability to work with both Republicans and
Democrats. That’s exactly the type of leadership we need in dealing
with the budget and I’m confident that Senator Dutton will do an
outstanding job as the vice chair of this key committee".
