SACRAMENTO
(CDCAN) - California officially observed Cesar Chavez Day on Monday,
March 31, remembering the work and legacy of the civil rights leader who
was best known for his fight for farm worker rights and the creation of
the United Farm Workers union. Chavez, pictured right, died in
1993 at age 66 and is buried in Delano, California.
Chavez, viewed with controversy by some - especially in his later years,
was more often admired by millions of Californians and even his
adversaries. He fought in the 1960's and later decades to give
voice and make visible thousands of farm workers through numerous
nationwide boycotts, including table grapes and lettuce,
hunger strikes, jailings and demonstrations.
Chavez and the farm worker struggle attracted the attention and support
of New York Senator Robert F. Kennedy, who held a US Senate hearing in
Bakersfield in 1966 to investigate the issues raised by the farm
workers.
.jpg)
Kennedy later
made a memorable visit just before his entry into the race in March
1968, for the Democratic presidential nomination, paying his respects by
breaking bread with the Chavez at the end of his hunger strike.
Several photos captured the famous event of the two iconic leaders,
taken just weeks before the assassination of another civil rights leader
and icon, Martin Luther King Jr, and less than 10 weeks before Kennedy
himself was assassinated in Los Angeles.
This year marks the 40th anniversary of the assassinations of both King
(April 1968) and Kennedy (June 1968).
Legislature and State Offices Closed In Honor of Chavez
The California Legislature and state offices were closed in honor of
Chavez on Monday, though will gear up Tuesday through Thursday this week
with several hearings on bills this week, including several that have
impact on children and adults with disabilities, including autism,
mental health needs, seniors, low income families, workers and
organizations who provide supports and services and others.
Several budget subcommittee hearings are also scheduled this week -
though none of them are on major budget issues, though the proposed
budget reductions to the Department of Rehabilitation is strongly
opposed by disability and other advocates. The bulk of the budget
subcommittee hearings focusing on major budget issues - including
In-Home Supportive Services, regional centers, Medi-Cal, CalWORKS,
adoption assistance and foster care programs, are scheduled for
mid-April (see previous and upcoming CDCAN Reports for details or go to
the CDCAN website at
www.cdcan.us)
Dozens of Important Bills Set for Hearing This Week and Next
Dozens of bills are scheduled for hearing Tuesday (April 1) and later
this week and are reported below, with many of those bills having
potential major impact on children and adults with disabilities, mental
health needs, seniors, low income families, low income workers who
provide supports and services, and advocates across the State.
Other bills are scheduled for hearing next week - and CDCAN will issue a
report on those and other bills having action on the floors or by the
Governor tomorrow.
Included in this report are budget subcommittee hearings scheduled this
week.
BILLS SET FOR HEARING THIS WEEK BY TOPIC
(IMPACTING PEOPLE WITH DISABILITIES, MENTAL HEALTH NEEDS, SENIORS, LOW
INCOME FAMILIES & WORKERS)
Bills are listed by general topic or subject area. Some bills are
listed under several different topics.
Bills that are generating some controversy or have been highlighted by
advocates as important or
a priority are bolded in
red.
Please see separate CDCAN Reports that will be issued later today
covering all other bills, including those pending a hearing, or set for
hearing later in April or May. See also separate reports on state
and federal regulations that will be issued later this week.
[Sorry for the length of this report!]
Some bills may have been "pulled" from the hearing schedule at
the last moment. Hearing dates and times can also change. CDCAN
will try to keep the information as updated as possible.

the State Parks was the subject of a landmark lawsuit,
though this bill does not address that issue - but provides
for free passes into State parks for eligible persons with
disabilities. On AB 1842, advisory committee
membership in the bill probably should include person(s) or
organizations representing people with disabilities and
