Senate Budget Subcommittee Rejects 10% Cut To Community Care Licensing - Republican Senator Wyland Votes With Alquist to Oppose Governor's Proposal
 
SACRAMENTO (CDCAN) - The Senate Budget Subcommittee #3 on Health, Human Services, Labor and Veteran Affairs, chaired by Sen. Elaine Alquist (Democrat - Santa Clara, 13th District)  today (April 10) voted 2-0 to reject the Schwarzenegger Administration's proposed 10% reduction to Community Care Licensing Division under the Department of Social Services that would have sharply reduced the frequency and number of inspections of 85,000 State licensed facilities. 
 
The action to reject the Governor's proposal was supported by the subcommittee's lone Republican member, Sen. Mark Wyland (Republican - Escondido, 38th District) and also Alquist who wanted more random inspections. 
 
The proposal was strongly opposed by a broad range of advocates, including senior, disability and county representatives and organizations. 
 
The  program is responsible for inspections of over 85,000 Licensed facilities include childcare facilities, certified foster family homes, foster family agencies, residential care facilities for the elderly, residential care facilities for the chronically ill, adoption agencies, transitional housing, and adult day care that serve over 1.4 million children and adults. 
 
While the action is not final - the full budget committees in both houses would need to also approve this action, the rejection sent a strong signal to the Schwarzenegger Administration regarding the Legislature's bi-partisan stance on inspections of licensed community care facilities and programs.
