SACRAMENTO (CDCAN) -  Major budget subcommittee hearings are scheduled this week covering critical budget issues and proposed cuts to Medi-Cal, In-Home Supportive Services (IHSS), and regional centers.  Also scheduled this week are Assembly and Senate policy committee hearings on a wide range of bills, including those impacting people with disabilities, mental health needs, and seniors with a key bill deadline approaching.
 
Several bills dealing with civil rights issues for people with disabilities, mental health needs and seniors, including access to one's community are scheduled for hearings - including SB 1766 by Sen. Tom McClintock (Republican - Thousand Oaks) which has drawn controversry and opposition from disability advocates.  That bill is set for hearing before the Senate Judiciary Committee on April 29th (see below for details).

Deadline To Pass Bills Out Of Policy Committee Having Fiscal Impact April 18th
Committees and legislators are racing to have bills introduced in their house and that have a impact on state spending heard on or before the deadline of April 18th. It is possible for authors of bills to be granted a waiver of this rule though that doesn't happen too frequently. 
 
Bills not having a impact on state spending (fiscal impact) have to pass out of policy committee on or before May 2.
 
Senate bills that passed the Senate and are in the Assembly waiting for a committee hearing or Assembly bills that have passed the Assembly and are waiting committee hearing in the Senate are have later deadlines.

CDCAN Comment: AB 1872 is one of the package of bills that address the crisis of children and adults diagnosed with autism spectrum disorder.  AB 1768, though officially part of that package of bills, is considered by many disability advocates - including those advocating for the families with children with autism, to be of critical importance.  AB 2891 is nearly identical to previous bill last year also by Assemblymember Levine dealing with using unspent regional center funds and shifting that into a housing fund.
