SACRAMENTO (CDCAN) -  This is a CDCAN update on bills impacting several important areas critical to people with disabilities, seniors, people with mental health needs, including special education, foster and adoption programs, regional centers, in-home supportive services, and other issues.  Not included in this report are budget actions.  See later CDCAN Report for actions on all bills impacting people with disabilities, seniors, mental health needs and others.
 
This report is sorted by major topic area (and then in bill order).  Some bills are repeated in certain topic areas because of its potential impact.  Due to length, not every topic or issue area monitored by CDCAN is listed in this report - see later report for other topics and issues. 
 
This report is meant to help people with disabilities, mental health needs, seniors, advocates across the State and connect them with information. 
 
CHILDREN (FOSTER CARE/ADOPTION ASSISTANCE)
There are thousands of children with disabilities, special needs (including developmental disabilities, mental health needs) in the foster care system, and also in the adoption assistance program - both programs under the Department of Social Services.

CDCAN Comment: Assemblymember Eng introduced this bill because he believes there is a need for a statewide policy providing for a reasonable amount of time to notify the family or next of kin of a patient who would be removed from life support after being declared brain dead. Eng points out that the process for notifying family members about the precise time of the anticipated removal of life support varies among California hospitals and contends that family or close friends may not be provided with enough time
