California Budget Crisis - Day 37
GOVERNOR SAYS HE WON'T SIGN ANY MORE BILLS UNTIL STATE BUDGET IS PASSED - SAYS ANY BILL THAT COMES TO HIM HE WILL VETO AND SEND BACK TO LEGISLATURE - IMPACT OF ACTION IS NOT CERTAIN AS LEGISLATURE CAN DELAY SENDING HIM BILLS
 
SACRAMENTO (CDCAN)  -  In an unprecedented action, Governor Arnold Schwarzenegger said late today (August 6) in a press conference at the State Capitol that he will veto any bill that is sent to him by the Legislature from this point forward, until a State Budget is passed and sent to him. The impact of the Governor's action is not certain if the Legislature decides to delay sending him bills that they passed, but it is not clear however what the Governor will do with bills currently on his desk or being sent to him in the last day or so, before his announcement. 
 
The Governor earlier in his press conference said simply that he would not sign any more bills until a budget was passed, but in response to a question that bills can become law without his signature after it sits on his desk for more than 12 days (or after September 30 if the bill was delivered to him on or after August 20), the Governor said he would veto any bill sent to him until a budget was passed.
 
Over 1,000 bills - many impacting people with disabilities, mental health needs and seniors, remain alive and waiting further action by the Legislature - though many of those bills will likely be killed later this week and next week the Assembly and Senate Appropriations Committees announce which bills it will report out to the floor for further action and which bills it will hold in committee
 
"There is no excuse for Legislature not to reach a compromise and send me a budget" the Governor said, observing that "since the Legislature returned to the  working in hundreds of different bills, debating them, that has nothing to do with the budget."
 
The Republican Governor said that the Legislature "...does not have the luxury to stretch out this process any longer. At this point, nothing in this building is more important than a responsible budget to fix our broken budget system. So until the Legislature passes a budget that I can sign, I will not sign any bills that reach my desk."
IMPACT OF GOVERNOR'S ACTION
* If the Governor vetoes bills, the Legislature can override his veto and make it become law - though that requires 2/3rds votes in both houses and in the past, very rarely happens.
* The Legislature can delay sending bills to the Governor that they have passed - a step seen as the most likely scenario. 
* It is not clear however what the Governor will do with bills currently on his desk or being sent to him in the last day or so, before his announcement.  In some cases the Legislature can pull the bill back - unless it was officially received by the Governor's office.
